Co-founder of CPS Patent International with over 35 years of experience at the European Patent Office (EPO). He began his career as a patent examiner and progressed to senior leadership, serving as Director of Classification and Documentation (2018–2023) and previously as Director of the Patent Examination Department for Vehicles and General Technology (2004–2018).
José played a central role in the creation and global rollout of the Cooperative Patent Classification (CPC) system. He led cooperation with the USPTO and oversaw CPC implementation in more than 35 patent offices worldwide, strengthening harmonisation across the international IP landscape.
He has extensive experience working with the IP5 offices (EPO, USPTO, JPO, KIPO, CNIPA) and the World Intellectual Property Organization (WIPO). As a WIPO consultant, he has delivered patent training to offices across multiple regions. His expertise also includes advising on patent protection for AI and computer-implemented inventions in Europe and the United States. José is a Spanish national, with a master’s degree in electrical engineering and a PhD in mechanical engineering. He lives in the Netherlands.
