Bermuda Becomes First Nation to Deploy WIPO’s Cloud-Based IPAS Platform

Bermuda has become the first country worldwide to implement the World Intellectual Property Organization’s (WIPO) new cloud-based Intellectual Property Administration System (IPAS), marking a significant modernization of the island’s intellectual property infrastructure.

On July 2026, Bermuda’s Minister of Economy and Labour, Jason Hayward, convened a meeting with key stakeholders including Mr. Hisham Fayed, Project Executive and Head of the Global Delivery and Support Section within WIPO’s IP Office Business Solutions Division; Mr. Karamoko Darrell Dickens, CEO of Conci Bermuda; and Ms. Kitwana Mendoza, Designate Intellectual Property Manager of the Registry General. The gathering celebrated the successful deployment of the IPAS platform.

The new system replaces the Registry General’s outdated legacy platform with a modern, secure, cloud-based solution. Initially focused on administering Bermuda’s recently launched trademarks regime, the platform will soon extend to managing patents and registered designs.

This upgrade aligns with the Government of Bermuda’s broader strategy to deliver modern, responsive, and internationally harmonized public services. The Registry General will provide these expanded online intellectual property services, enhancing accessibility and efficiency for users.

Bermuda’s deployment utilizes a novel WIPO delivery model whereby technical implementation is outsourced to an external qualified service provider. Conci Bermuda, a local technology firm, engineered and delivered the platform in close collaboration with Registry General officials, while WIPO supplied training and ongoing guidance.

Minister Hayward emphasized Bermuda’s leadership role, stating, “Bermuda is once again standing in the forefront, charting new pathways through Bermudian leadership. This project reflects a Government committed to modernising public services, through a successful collaboration with the World Intellectual Property Organization, and by supporting Bermudian technical capability delivering to an international standard.”

He further highlighted the economic importance of innovation and intellectual property protection, noting that the achievement strengthens Bermuda’s competitiveness and attractiveness in the global economy.

Ms. Kitwana Mendoza of the Registry General remarked, “This deployment is a significant step forward for the Registry General. IPAS will enhance our internal operations by reducing manual processes, improving customer service, and establishing a strong foundation for future digital enhancements and online services.”

Bermuda’s successful IPAS implementation sets a precedent for other jurisdictions considering adoption of WIPO’s cloud-based intellectual property administration platform. The island’s experience demonstrates the viability of combining international expertise with local technological capacity to modernize IP systems effectively.

This initiative underscores the growing trend of digitizing intellectual property administration to improve efficiency, security, and user experience, positioning Bermuda as a pioneer in this global movement.
