David Wiley Assumes Acting Deputy Commissioner Role at USPTO with Broad Oversight Responsibilities

David (Dave) Wiley currently holds the position of Acting Deputy Commissioner at the United States Patent and Trademark Office (USPTO), where he provides executive leadership across multiple offices responsible for training, statistics, process improvement, and stakeholder outreach. In this capacity, he also exercises executive oversight over patent-examining functions within Technology Centers 1600 and 3600. These centers focus on patent applications in areas such as biotechnology, organic chemistry, transportation, construction, agriculture, electronic commerce, and national security.

Mr. Wiley began his career at the USPTO in 1994 as a patent examiner. His early work involved examining patents related to electrical and computer architecture as well as computer networks. He subsequently advanced to the role of Supervisory Patent Examiner, overseeing examination in the specialized fields of computer networking and graphical user interfaces.

In addition to his examination duties, Wiley served as a senior advisor in the Commissioner for Patents office, contributing strategic guidance on patent matters. He also spent a year as Director of the Office of Planning and Budget within the USPTO’s Chief Financial Officer office, where he managed the formulation and execution of the agency’s entire budget.

Further demonstrating his versatility, Wiley acted as Deputy Chief Information Officer for the USPTO during 2017 and 2018, overseeing information technology initiatives.

Elevated to the Senior Executive Service in January 2012, Wiley has held leadership roles directing two Technology Centers. He led Technology Center 2600, which focuses on communications technologies, and currently directs Technology Center 2100, which examines patents related to artificial intelligence and graphical user interface technologies.

Through his extensive experience and leadership roles, David Wiley plays a pivotal role in guiding the USPTO’s patent examination processes and administrative functions, supporting innovation across a broad spectrum of technology sectors.
