Procopio Law Firm Promotes Six Attorneys to Partner Across Multiple Offices

Procopio, a full-service corporate and litigation law firm ranked among the Top Ten AmLaw 200 firms for attorney diversity, announced the elevation of six attorneys to partner as it begins 2020. The newly promoted partners are Amy S. Cannon, Raymond K. Chan, Ernest Huang, Victor Sai, Sean M. Sullivan, and Raúl Villarreal Garza, representing the firm’s San Diego, Del Mar Heights, and Silicon Valley offices.

John D. Alessio, Managing Partner at Procopio, praised the new partners for exemplifying the firm’s integrated team approach and leadership in their respective legal fields. “Each of these attorneys has proven to be a leader both in their legal fields and in our firm. I speak on behalf of all of our Partners in expressing my enthusiasm in working with them in their new roles,” Alessio said.

Amy S. Cannon, based in the San Diego office, joins the Real Estate practice group. Her expertise includes real estate financing such as mezzanine financing and commercial mortgage lending, purchase and sale transactions, commercial leasing including ground leases, easements, and licenses. She represents lenders, developers, owners of shopping centers, commercial and industrial office buildings, multi-family projects, residential subdivisions, commercial tenants, landlords, and property managers. Cannon graduated summa cum laude from Tulane University Law School, earning the Order of the Coif and the Faculty Medal for graduating first in her class. She holds a B.A. in Political Science from the University of California, Berkeley.

Raymond K. Chan, an intellectual property attorney in the Del Mar Heights office, advises clients on patent litigation, counseling, and prosecution. His practice focuses on biotechnology, chemical engineering, computer, consumer products, and automotive industries. Chan has experience managing design patent and trade dress litigation, flame retardant product patent litigation, and global chemical product matters. Fluent in Cantonese and Mandarin, he is active in Procopio’s Asia-Pacific Cross-Border practice. Chan holds a J.D. from Fordham University School of Law and a B.S. in Biochemistry from the University of California, Los Angeles. He is admitted to practice before the U.S. Patent and Trademark Office.

Ernest Huang, serving in the Silicon Valley office, specializes in intellectual property counseling and patent prosecution. His broad technology expertise spans electrical, mechanical, and computer arts, including semiconductor manufacturing and design, digital circuit design, storage systems, Internet of Things (IoT), cloud and software-as-a-service (SAAS) systems, machine learning, connectors, printed circuit board design, and storage media. Huang is a board member and legal advisor for the Silicon Valley Taiwanese American Industrial Technology Association and participates in the firm’s Asia-Pacific Cross-Border practice. He earned his law degree from the University of Toledo College of Law and a B.S. in Electrical Engineering from UCLA. He speaks Mandarin and Japanese.

Victor Sai, also in Del Mar Heights, focuses on intellectual property litigation. He litigates complex IP cases before the International Trade Commission (ITC) and U.S. District Courts. Sai is licensed to practice in New Mexico and speaks Mandarin, Taiwanese, and Japanese. He holds a J.D. from the University of La Verne and a B.S. in Anthropology from the University of California, Riverside.

Sean M. Sullivan, based in San Diego, is a litigator representing businesses and individuals in intellectual property rights disputes—including trademarks, copyrights, patents, and trade secrets—as well as contract, partnership, business management disputes, unfair competition, and class actions. He also has significant experience in maritime litigation involving injuries aboard seagoing vessels and environmental cases. Sullivan is admitted to practice in California and Washington state courts, multiple U.S. District Courts across California, Washington, Texas, and the Ninth Circuit Court of Appeals. He earned both a B.A. in Biology and a J.D. from the University of San Diego. Before law school, Sullivan worked in San Diego’s biotech industry for a start-up producing immunology and molecular biology research products.

Raúl Villarreal Garza, an international tax attorney in San Diego, advises clients on international tax law matters. He is admitted to practice in California, New York, and Mexico. Villarreal Garza assists business leaders expanding foreign operations into the United States and counsels multinational families on international estate planning. He serves as an adjunct professor of international estate planning at the University of San Diego School of Law and chairs the International Tax Committee of the California Lawyers Association’s Taxation Section. He holds an LL.M. in International Taxation from New York University School of Law, a law degree from Instituto Tecnológico y de Estudios Superiores de Monterrey, Mexico, and a Master’s degree in Taxation from Universidad Autónoma de Nuevo León. He speaks Spanish and Italian.
