On September 8, the World Intellectual Property Organization (WIPO) unveiled its 2026 Global Innovation Index Top 100 Innovation Clusters Report at its Geneva headquarters. The report highlights the "Shenzhen-Hong Kong-Guangzhou" innovation cluster as the world’s leading innovation hub for the second year running.
This cluster had previously held the second position globally for five consecutive years from 2020 through 2024 before ascending to first place in 2025. Its successful defense of the top spot in 2026 consolidates its status as the largest innovation cluster worldwide.
China’s presence is prominent among the top 10 clusters, with Shenzhen-Hong Kong-Guangzhou ranked first, Beijing fifth, and Shanghai-Suzhou sixth. Additional Chinese clusters include Hangzhou at 13th, Nanjing 15th, Wuhan 17th, and Macao-Zhuhai, which has maintained a top 100 position for three consecutive years.
In total, 25 Chinese innovation clusters feature in the global top 100 this year, marking the fourth consecutive year China leads in cluster representation and accounting for one quarter of the global list. Notably, 18 of these Chinese clusters improved their rankings, with Ningde making a significant leap from 99th to 75th place.
WIPO, a specialized United Nations agency and the authoritative body in global intellectual property, launched the Global Innovation Index Cluster Ranking in 2017. This annual ranking is regarded as the official benchmark for innovation clusters worldwide.
Unlike subjective expert scoring, the ranking relies on three objective metrics: the number of PCT international patent applications, the volume of published scientific papers, and the scale of venture capital transactions. These indicators respectively measure the inventive output, depth of basic research, and financial investment in innovation.
Specifically, the 2026 data for the Shenzhen-Hong Kong-Guangzhou cluster includes 120,095 PCT patent applications, 215,866 scientific papers, and 7,325 venture capital transactions. When adjusted for population density, this equates to 2,259 patent applications, 4,060 papers, and 138 venture capital deals per million residents, demonstrating balanced strength across all innovation dimensions.
Further emphasizing the cluster’s prominence, seven Greater Bay Area enterprises rank among the top 50 global PCT applicants for 2025, with Huawei maintaining its position as the world’s leading PCT applicant for eight consecutive years.
Beyond data, the Greater Bay Area’s competitive edge stems from its unique “mixed operation model.” Hong Kong contributes world-class universities and a robust international capital market, with private equity assets nearing $250 billion, ranking second in Asia. Its innovation hubs, Hong Kong Science Park and Cyberport, have fostered approximately 20 unicorn companies.
Shenzhen offers unparalleled engineering and industrialization capabilities, submitting 19,660 PCT international patent applications in 2025 alone, the highest among Chinese cities for 22 consecutive years.
Guangzhou serves as the talent reservoir, hosting 1.68 million enrolled college students—the largest in China—and is home to leading universities such as Sun Yat-sen University and South China University of Technology, alongside numerous major research institutes. This strong educational and research infrastructure supports the cluster’s sustained innovation vitality.
Together, these complementary strengths across the Greater Bay Area underpin its global leadership in innovation, as validated by WIPO’s rigorous and data-driven ranking methodology.
