Vice Chairman of the Tay Ninh Provincial People's Committee, Pham Tan Hoa, has underscored the critical role of intellectual property as a strategic tool to enhance the province’s competitiveness and drive economic, cultural, and social progress. Recognizing IP as a key factor in improving the Provincial Innovation Index (PII) and protecting business interests, Tay Ninh is shifting from traditional administrative sanctions toward stricter enforcement measures, leveraging monitoring technologies, and proactively addressing digital infringements.
Pham Tan Hoa highlighted the necessity of implementing comprehensive legal mechanisms that support all stages of IP management—from creation and establishment to exploitation and protection. The province aims to develop a synchronized and modern IP ecosystem, emphasizing digitalization and the construction of intellectual property databases and information systems.
From the perspective of local businesses, Nguyen Ho Bao Linh, Director of Van Hoa Multimedia Co., Ltd., which operates the e-commerce platforms cholonghoa.com (Long Hoa Market) and vieclamgap.vn (TAY NINH 24H), stressed the urgency of protecting IP rights in cyberspace amid rapid e-commerce growth. He noted ongoing risks from unauthorized use of trademarks, images, misleading content, and exploitation of business reputations, which undermine both rights holders and consumer trust.
Linh advocated for enhanced coordination among management agencies, businesses, and rights holders to improve IP protection effectiveness. He called for stronger inspection, supervision, and violation handling, alongside raising awareness among business owners. E-commerce platforms should verify seller information proactively and establish transparent complaint mechanisms. Businesses, in turn, must register trademarks, preserve evidence, and promptly report infringements to foster a safe and sustainable digital marketplace.
To address the unique challenges of digital IP infringements—characterized by their non-geographical nature and rapid dissemination—Tay Ninh’s strategy rests on three pillars: monitoring technology, digitization of data infrastructure, and inter-sectoral coordination.
The first pillar involves transitioning from passive to proactive enforcement, including rigorous inspection, investigation, and sanctioning of violations on digital platforms and e-commerce sites. Authorities are researching and applying advanced technological solutions for real-time monitoring, detection, and early warning of infringements, coupled with preventive measures against IP crimes.
The second pillar focuses on digitizing IP information infrastructure to ensure transparency and accessibility. This includes developing databases, IP information tools, and digital patent maps that facilitate easy searching and analysis by organizations and businesses before product launches, thereby preventing inadvertent infringements. Specialized agencies also issue updated electronic guidance on legal frameworks related to emerging technologies such as Artificial Intelligence, Big Data, blockchain, biotechnology, and semiconductors, clarifying protection scopes in cyberspace.
The third pillar optimizes enforcement through streamlined inter-agency coordination, simplifying violation handling processes and enhancing transparency.
Financially, Tay Ninh province will allocate over 36 billion VND to IP initiatives between 2026 and 2030. Of this, more than 20 billion VND is earmarked for routine tasks, including 300 million VND dedicated to improving enforcement against digital and e-commerce IP infringements. Additionally, 5 billion VND will support domestic and international IP registration, while 15 billion VND will fund IP creation activities and specialized human resource training.
The province’s science, technology, and innovation task force will receive 16 billion VND, allocated as follows: 5 billion VND to promote IP registration; 5 billion VND to enhance governance, commercialization, valuation, and development of IP assets; 3 billion VND to build intermediary organizations’ capacity; 2 billion VND to support university-institutional research collaboration; and 1 billion VND for market development and IP financialization.
Pham Tan Hoa outlined ambitious targets for 2030, including protection of at least 30 inventions or utility models, registration of 1,000 ordinary trademarks, over 30 industrial designs, at least 10 collective or certification marks, and more than one geographical indication. The province aims to sustain innovation with a minimum of 20 new inventions or utility models annually.
Support commitments include funding 100% of eligible entities under local policies and all state-funded innovation results for registration and protection. At least 250 organizations and individuals will receive direct assistance in IP establishment and protection. The province also plans to develop five model IP management projects and pilot valuation of five potential IP assets.
Beyond domestic digital enforcement, Tay Ninh is investing nearly 15 billion VND in nine science and technology projects to establish legal frameworks enabling key specialty products to access international markets. Notable initiatives include certification marks for Duc Hoa and Nhon Hoa rice paper, registration of Thu Thua sticky rice in China, Long An geographical indication for melaleuca essential oil, and protection of Ba Den custard apple and Ben Ke sweet potato trademarks abroad. The province is also completing the Cho Dao geographical indication for Nang Thom rice and developing the Dong Thap Muoi-Tay Ninh lotus certification mark.
This comprehensive approach reflects Tay Ninh’s commitment to building a robust, technology-driven IP ecosystem that supports innovation, protects rights, and fosters sustainable economic growth in the digital era.
