U.S. Officials Accuse Chinese AI Firms of Systematic Theft of American AI Technologies

American authorities have formally accused Chinese artificial intelligence companies of engaging in large-scale, malicious replication of proprietary AI technologies developed by U.S. competitors. This development threatens to complicate diplomatic relations as the leaders of the United States and China prepare for a summit later this month.

A joint statement released by U.S. intelligence and law enforcement officials detailed that Chinese developers appropriated intellectual property from American AI laboratories through a technical process called distillation. Distillation allows smaller AI systems to be trained using outputs from larger, more costly models, thereby drastically reducing the expenses involved in creating new AI tools.

The statement identified six Chinese entities, including DeepSeek, Moonshot AI, and Alibaba, as having exploited variations of American AI products to accelerate their own technological development. The officials indicated these activities likely occurred with the awareness of the Chinese government. The targeted technologies were created by prominent U.S. companies such as OpenAI, Anthropic, Alphabet's Google, and SpaceX.

"China-based AI companies are engaging in aggressive, malicious and targeted distillation activities at an industrial scale," the statement asserted.

These allegations arrive as the Trump administration prepares for a visit from Chinese President Xi Jinping to the United States in late September. Additionally, both nations are scheduled to hold bilateral talks in mid-September focusing on the safety risks associated with artificial intelligence.

In response to the accusations, Chinese Foreign Ministry spokesperson Mao Ning stated on Wednesday that China's advancements in AI are driven by "achieving high-level science and technological self-reliance."

"We hope the U.S. will earnestly implement the important consensus reached by the leaders of both countries and refrain from making false accusations and smearing China," Mao added. "As major powers in artificial intelligence, China and the U.S. should strengthen cooperation."

This is not the first time Washington has leveled such allegations; a similar claim was made in April ahead of President Trump's trip to Beijing.

The official statement issued on Tuesday further warned that the distillation process not only reduces development costs for Chinese firms but also enhances China's military and cyberattack capabilities, which could be deployed against the United States and its allies.

Earlier reports from July 31 revealed that Chinese military researchers have utilized outputs from leading American AI models to improve domestic systems and bolster strategic defense capabilities.

The unfolding situation underscores the growing tensions between the two global powers over control and development of cutting-edge AI technologies, with significant implications for national security and international cooperation.
