Hanoi Authorities Uncover Organized Network of Counterfeit LPG Production and Distribution

Hanoi's Market Management Department (QLTT) reported a generally stable goods market in August 2026, with essential supplies maintained despite slight price increases in certain food categories. However, the department noted persistent complexities involving counterfeit goods, smuggled products, and violations within the e-commerce sector.

Price fluctuations were observed mainly in green vegetables, fresh food, and some seafood, attributed to adverse weather conditions and increased transportation and preservation costs during the summer peak demand. Gasoline and oil prices experienced an upward trend from mid-July but shifted downward during August, influenced by geopolitical tensions in the Middle East that temporarily disrupted supply chains.

Despite market stability, the QLTT identified numerous potential violations related to smuggled goods, counterfeit products, intellectual property infringements, and food safety breaches. These issues were particularly pronounced in the e-commerce environment, where unclear business information and frequent changes in operational details complicated regulatory oversight.

A significant breakthrough occurred on August 6, when Market Management Team No. 14, in coordination with the Economic Security Department and Hanoi City Police, inspected five establishments involved in LPG production and trading across Nam Phu, Tam Hung, and Thuong Tin communes.

The inspection uncovered a large quantity of counterfeit LPG bottles and gas, including 1,645 anti-counterfeit stamps and 257 film labels bearing gas business information. At a filling facility in Dong Trach village, Nam Phu commune, authorities seized 1,124.4 kilograms of fake LPG valued at over 31.4 million VND.

Investigations revealed that these establishments operated a linked chain encompassing gas filling, distribution hubs, and retail points. Due to indications of criminal activity, the case file and seized goods were transferred to police authorities for further investigation and prosecution.

The Hanoi Market Management Sub-Department emphasized that the counterfeit LPG operations demonstrated organized coordination across multiple stages, posing direct risks to consumer safety, property, and life.

Beyond LPG, violations involving smuggled goods, products of unknown origin, and food safety infractions persisted across various categories, including food, household items, fashion, cosmetics, electronics, processed and frozen foods, confectionery, beverages, and goods related to the Mid-Autumn Festival.

Common infractions included the inability to present valid invoices or legal documentation, non-compliance with labeling and circulation regulations, and practices such as dividing goods into smaller portions stored in warehouses before market release, which hinder traceability and quality control.

E-commerce platforms remained a hotspot for violations, with sellers exploiting websites, social networks, and livestreaming to market goods while obscuring or frequently changing business locations and warehouse details. Such practices complicated inspections and evidence collection by regulatory authorities.

The Market Management Department continues to monitor these challenges closely, underscoring the need for enhanced enforcement and consumer awareness to combat counterfeit and smuggled goods in Hanoi's dynamic market environment.
