Hong Kong Trails Singapore in Establishing Itself as an Intellectual Property Trading Hub

Hong Kong is currently behind Singapore in the race to become a leading regional hub for intellectual property (IP) trading. In April, Singapore unveiled an extensive 80-page master plan aimed at developing its IP trading industry, signaling a strong commitment to this growing sector. Meanwhile, Hong Kong’s plans remain in the early discussion phase, with no formal master plan yet released.

The Hong Kong government established a working group on IP trading last year to explore the city’s potential to develop into a regional IP trading center amid the expanding global market. Andrew Liao Cheung-sing, vice-chairman of the working group and a member of Hong Kong’s Executive Council, stated that the group is working "fast" to formulate its advice for the government.

IP rights encompass patents, copyrights, designs, and trademarks, all of which form the foundation of the trading industry. The development of this sector is expected to particularly benefit related services such as valuation, brokering, and legal advisory.

Despite the disparity in progress between the two cities, Liao expressed confidence that Hong Kong is better positioned than Singapore to capitalize on the IP trading market. He emphasized the city’s established legal framework and professional services sector as key advantages.

Singapore’s master plan reflects a comprehensive strategy to attract IP trading activities, including regulatory enhancements, infrastructure development, and incentives for market participants. This proactive approach has placed Singapore ahead in the regional competition.

Hong Kong’s working group is currently focused on assessing the city’s strengths and challenges, aiming to produce actionable recommendations that can accelerate development. The government’s engagement with stakeholders across industries is ongoing to ensure a robust framework.

As the global IP trading industry continues to grow, both Hong Kong and Singapore are vying to become pivotal centers in Asia. The outcome of Hong Kong’s working group and subsequent government initiatives will be critical in determining the city’s future role in this competitive landscape.

For now, Hong Kong remains in a preparatory phase, while Singapore moves forward with concrete plans. The coming months will be decisive in shaping Hong Kong’s position in the regional IP trading ecosystem.
