The Indonesian Ministry of Law announced a significant advancement in its intellectual property (IP) collaboration with Russia’s Federal Service for Intellectual Property, known as Rospatent. This partnership is designed to reinforce Indonesia’s national IP ecosystem and facilitate Indonesian innovators’ entry into the Russian market.
Hermansyah Siregar, Director General of Intellectual Property at Indonesia’s Ministry of Law, emphasized that the memorandum of understanding (MoU) signed with Rospatent reflects Indonesia’s commitment to expanding its international IP network. "Through this collaboration, we aim to strengthen capacity building, leverage technology, and create greater opportunities for Indonesian innovations and products to compete in the international market, including Russia," Siregar stated in a press release received in Jakarta on Thursday.
The MoU was officially signed on July 7 in Geneva by representatives of Indonesia’s Directorate General of Intellectual Property and Rospatent. It establishes a foundational framework for enhanced cooperation between the two countries in the field of intellectual property.
Key strategic initiatives outlined in the agreement include cooperation on digital data utilization and patent analysis, capacity building in IP valuation, and the exchange of information. Both parties also agreed to explore the implementation of a Patent Prosecution Highway (PPH) to expedite patent examination processes, which could significantly reduce the time required for patent approvals.
In addition to bilateral cooperation, Indonesia and Russia committed to mutual support within the World Intellectual Property Organization (WIPO) forums. This includes backing Indonesia’s proposal at the Standing Committee on Copyright and Related Rights (SCCR) and collaborating on the development of a multilingual system for international WIPO registrations.
The partnership also extends to the protection of geographical indications, with both countries agreeing to share experiences and best practices to enhance safeguards for these unique products.
Siregar expressed optimism about the tangible benefits the MoU will bring to both nations, highlighting the potential to accelerate technology-based business development and the creative economy while expanding market access for Indonesian enterprises.
Following the MoU, Rospatent invited Indonesia to participate in a project to develop an IP valuation website under the Committee on Development and Intellectual Property (CDIP) framework. In reciprocation, Indonesia extended an invitation to Russia to attend the Global Forum on Cross-border Copyright Royalty Governance scheduled for October in Bali.
This collaboration is expected to not only strengthen the protection of creative works and innovations but also foster a more dynamic environment for innovation-driven economic growth in both countries.
