Japan Unveils Plan to Safeguard Intellectual Property Amid Generative AI Expansion

On June 12, 2026, the Japanese government formalized an intellectual property promotion program aimed at addressing challenges posed by the rapid proliferation of generative artificial intelligence (AI). The announcement was made during a meeting of the Intellectual Property Strategy Headquarters in Tokyo.

Prime Minister Sanae Takaichi emphasized the government's commitment to tackling concerns related to AI-generated content potentially infringing on existing intellectual property rights. She stated, "We'll address concerns that AI-generated content could infringe on others' rights, and develop an environment that allows for the safe and secure use of AI."

The program specifically acknowledges creators' apprehensions regarding copyright violations stemming from AI technologies. To address this, the government plans to promote frameworks that ensure rights holders receive appropriate compensation when their works are used or replicated by AI systems.

In addition to copyright considerations, the government intends to continue discussions on possible amendments to the Unfair Competition Prevention Law. These discussions focus on unauthorized generation and dissemination of content that imitates the voices of actors and voice performers, a growing concern in the AI landscape.

Furthermore, the program includes provisions to evaluate and enhance civil remedies available to victims of intellectual property infringement. This aims to provide more effective legal recourse for those harmed by unauthorized use of their intellectual property.

The initiative reflects Japan's proactive stance in adapting its legal infrastructure to the evolving technological environment, balancing innovation with the protection of creators' rights.

By addressing both the legal and practical aspects of AI-related intellectual property issues, Japan seeks to foster a secure environment that encourages the responsible use of AI technologies while safeguarding the interests of rights holders.
