The Korean Intellectual Property Office (KIPO) is intensifying its intellectual property cooperation with seven countries from the Global South, encompassing regions in the Middle East, Africa, and India. The term "Global South" refers to developing or third-world countries, contrasting with developed nations known as the "Global North."
On July 8 and 9, during the 66th World Intellectual Property Organization (WIPO) General Assembly held in Geneva, Switzerland, KIPO Commissioner Kim Wanki held high-level bilateral meetings with heads of intellectual property offices from these seven countries.
In a notable meeting, Commissioner Kim engaged with Ahmed Almarshadi, Commissioner of the Gulf Cooperation Council (GCC) Patent Office. Both parties agreed to sign a memorandum of understanding (MoU) to foster mutual cooperation in informatization, patent examination, and intellectual property-related education between Korea and the Middle East.
Commissioner Ahmed highlighted that the GCC Patent Office had selected KIPO as a cooperation partner for a project aimed at operational improvements. This initiative includes system integration and the sharing of examination resources among the GCC Patent Office and the six member states’ patent offices. He requested active collaboration from KIPO to support this endeavor.
The Saudi Authority for Intellectual Property has also maintained close cooperation with KIPO in various domains, including the development of national intellectual property strategies, system enhancements, and the strengthening of examination capabilities.
Further discussions during the bilateral meetings resulted in agreements to enhance cooperation in big data analysis and the application of artificial intelligence (AI) technologies to combat counterfeit goods. Additionally, both sides agreed to collaborate on activities as International Searching Authorities (ISA) under the Patent Cooperation Treaty (PCT).
A significant milestone was reached in the meeting with the African Regional Intellectual Property Organization (ARIPO), representing 22 English-speaking African countries. This was the first bilateral meeting between KIPO and ARIPO in 15 years, since 2010. Both parties agreed to revise their comprehensive MoU, creating renewed momentum to expand mutual cooperation.
Commissioner Kim also reached an agreement with the Indian Patent Office to sign an MoU for mutual designation as PCT International Searching Authorities. This development will enable Korean companies to obtain patents more swiftly in India by designating the Indian Patent Office as their PCT International Searching Authority. The expedited patent examination process is expected to facilitate Korean companies’ entry into the Indian market, which has historically faced challenges due to prolonged examination periods.
Commissioner Kim Wanki emphasized the strategic importance of these partnerships, stating, "Countries belonging to the Global South are characterized by rapid economic growth and population increases, making them important markets where Korean companies can expand and generate economic benefits. KIPO will continue to expand cooperative relations with Global South countries that have high growth potential, in order to create a favorable intellectual property environment for Korean companies."
These strengthened collaborations reflect KIPO’s commitment to supporting Korean enterprises in accessing emerging markets through enhanced intellectual property frameworks and technological cooperation.
