The Korean Intellectual Property Office (KIPO) is intensifying its cooperation with Qatar to support the Gulf state’s strategic shift from an oil-dependent economy to a knowledge-driven one, aligned with Qatar National Vision 2030.
On July 6, KIPO Commissioner Kim Wan-ki met with Mohammed bin Hassan Al Malki, undersecretary of Qatar’s Ministry of Commerce and Industry, at the ministry’s headquarters in Lusail. The meeting focused on enhancing bilateral collaboration in the intellectual property sector, culminating in an agreement to pursue concrete initiatives.
Building on this dialogue, KIPO and Qatar have embarked on a multifaceted program designed to assess Qatar’s existing intellectual property legal and institutional frameworks. This initiative aims to formulate a comprehensive national IP strategy encompassing creation, utilization, and protection of intellectual property assets.
The partnership further includes the deployment of Korean IP experts to Qatar and the provision of customized training programs intended to strengthen local capacity in managing and enforcing intellectual property rights.
Additionally, KIPO will offer consulting services to assist Qatar in establishing a robust national IP system that supports innovation and economic diversification.
Commissioner Kim emphasized the significance of the partnership, stating, “By establishing a strategic partnership in the IP field with Qatar, a traditional partner for South Korea in energy and construction, we have laid the groundwork for broadening the scope of bilateral cooperation between the two nations.” He added, “KIPO aims to create a favorable IP environment that also supports overseas export companies.”
South Korea is recognized as one of the IP5 — the world’s five largest intellectual property offices alongside the United States, the European Union, Japan, and China — collectively responsible for approximately 85 percent of global patent filings. This collaboration with Qatar highlights South Korea’s leadership role in intellectual property development and underscores the critical role of IP in fostering economic diversification in the Middle East.
The partnership reflects a strategic alignment of interests, as Qatar seeks to build a knowledge economy while South Korea leverages its expertise to support emerging markets in strengthening their IP ecosystems.
