Saudi Arabia’s intellectual property (IP) ecosystem continues to expand significantly, with patent applications reaching 4,928 in the first half of 2025, marking a 23 percent increase compared to previous periods. During this timeframe, the Saudi Authority for Intellectual Property (SAIP) granted 1,885 patents, underscoring the country’s growing innovation output.
Trademark activity also showed robust growth, with 27,938 applications filed—a 15 percent rise—resulting in 18,784 registered trademarks. This trend highlights increased brand protection efforts by individuals and businesses within the Kingdom.
Design applications surged by 26 percent to 1,153, accompanied by the issuance of 729 design certificates. In the copyright domain, SAIP received 1,847 voluntary registration applications, a notable 52 percent increase, and granted 1,029 copyright certificates.
This sustained growth across all IP categories reflects heightened awareness among individuals and institutions regarding the importance of intellectual property rights protection. It also signals Saudi Arabia’s emergence as a regional and global hub for creativity and entrepreneurship, supported by a dynamic regulatory environment fostering a diversified knowledge economy.
The Kingdom’s progress is further evidenced by its performance in the 13th edition of the U.S. Chamber of Commerce’s International Intellectual Property (IP) Index. Saudi Arabia recorded a 17.55 percent increase in its overall score, ranking among the top countries for advancement out of 55 global economies. This milestone underscores the Kingdom’s commitment to strengthening its IP ecosystem and promoting innovation in line with Vision 2030 objectives.
Key legislative and regulatory developments have contributed to this progress. Notable advancements include extending the term of design protection to 15 years, establishing a dedicated prosecution office for IP offenses, and enhancing electronic enforcement mechanisms for copyrights and trademarks. These initiatives have elevated Saudi Arabia’s overall IP score from 36.6 percent in 2019 to 53.7 percent in 2025, representing a cumulative increase exceeding 40 percent over six years.
The Saudi Authority for Intellectual Property, in collaboration with relevant national entities, has played a pivotal role in building an integrated IP system that bolsters investor and innovator confidence. This coordinated effort reinforces the Kingdom’s position as a regional hub for the creative and knowledge-based economy.
In 2022, HRH Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince, Prime Minister, and Chairman of the Council of Economic and Development Affairs, launched the National Intellectual Property Strategy (NIPST). This strategy serves as a key enabler for achieving the goals of Saudi Vision 2030 by fostering an IP ecosystem that supports an innovation- and creativity-driven economy.
The National Intellectual Property Strategy aims to develop an IP value chain that stimulates innovation competitiveness and economic growth, positioning Saudi Arabia as a leader in intellectual property. The Crown Prince emphasized, “We have minds and energies passionate about innovation and creativity, and by enabling them, the Kingdom of Saudi Arabia will become a vibrant environment for a knowledge economy based on an integrated Intellectual Property ecosystem that develops innovative technologies and industries, and contributes to the growth of enterprises.”
NIPST is structured around four fundamental pillars: IP Creation, IP Administration, IP Commercialization, and IP Protection. Achieving these pillars involves strengthening cooperation and integration with national stakeholders to support innovation, creativity, and investment growth globally. This approach enhances Saudi Arabia’s capacity to generate IP assets with significant economic and social value.
Saudi Arabia’s IP growth trajectory aligns with broader regional trends, as exemplified by the United Arab Emirates’ 34.3 percent surge in IP registrations over nine months, welcoming 18,175 new trademarks. These developments collectively highlight the Middle East’s increasing focus on intellectual property as a driver of economic diversification and resilience.
Saudi Arabia’s continued advancements in intellectual property legislation, enforcement, and strategic initiatives demonstrate its commitment to nurturing a knowledge-based economy and fostering an environment conducive to innovation and entrepreneurship, consistent with the Vision 2030 framework.
