From early NASA engagements to Mars orbiters and lunar rovers, the UAE's space sector has rapidly evolved under unified federal regulation and visionary initiatives.

United Arab Emirates Advances Ambitious Space Program with Strategic National Policies and International Collaborations

The United Arab Emirates (UAE) embarked on its space exploration journey in 1976 when the late Sheikh Zayed bin Sultan Al Nahyan, the nation’s founder, invited a NASA delegation to the country. This engagement laid the foundation for the UAE’s enduring vision to contribute to astronomy, navigation, and outer space knowledge.

Since then, the UAE has made significant strides through strong governmental support and prioritization of space initiatives across both public and private sectors. Central to these efforts is the Mohammed Bin Rashid Space Centre (MBRSC), established in 2006 with a modest team of five engineers. The MBRSC plays a pivotal role in implementing the UAE National Space Program by developing, building, and operating Earth observation satellites and analyzing remote-sensing data.

The UAE’s space exploration milestones include the launch of its first mobile communications satellites, ThurayaSATs 1 through 3, between 2000 and 2008. Many of these satellites feature components manufactured entirely within the UAE, reflecting the country’s growing technological capabilities.

Between 2015 and 2016, the UAE founded the Center for Space Research and Sciences and announced its National Space Policy, signaling a strategic commitment to space development. In 2017, the UAE unveiled the Mars 2117 Program, aiming to establish the first inhabitable human settlement on Mars by the year 2117, alongside the UAE Space Strategy.

A landmark regulatory advancement occurred in 2019 with the adoption of Federal Law No. (12) of 2019 on the Regulation of the Space Sector, commonly referred to as the UAE Space Law. That same year, the UAE released its National Space Strategy 2030 and celebrated Emirati astronaut Hazza Al Mansoori’s historic eight-day mission to the International Space Station, making him the first Arab and Emirati astronaut to reach the ISS.

The Emirates Mars Mission (EMM), launched with the Hope probe, represents a significant scientific endeavor to orbit Mars and study its atmospheric dynamics on both diurnal and seasonal scales. This mission involved collaboration among scientists and engineers from the UAE, the United States, Japan, and the United Kingdom, positioning the UAE as the fifth country worldwide to successfully orbit Mars.

In 2020, the UAE announced the Emirates Lunar Mission 2024 and the Arab Space Pioneers Program. The lunar mission includes the development and launch of the Rashid rover, named in honor of the late Sheikh Rashid bin Saeed Al Maktoum, a key figure in Dubai’s modernization. The Arab Space Pioneers Program is a three-year intensive training initiative designed to nurture young talent and expand career opportunities within the region’s emerging space technology sector.

The UAE Space Agency (UAESA), established in 2014 under Federal Decree No. (1) of 2014, serves as the central authority responsible for leading, regulating, and coordinating the nation’s expanding space sector. The UAESA’s mandate includes managing national space activities, raising public awareness about space technologies, enhancing domestic capabilities, and promoting space research.

The UAE’s space ecosystem encompasses various stakeholders, including government entities that align with national policies and strategies; foreign space agencies and international governance bodies facilitating the UAE’s global engagement; private sector companies contributing to economic growth; research centers and academic institutions driving innovation and training future experts; and civil society organizations fostering public interest in space science.

The UAE Space Strategy and National Space Policy Framework articulate the UAESA’s objectives to assess and identify critical space capabilities and technologies that will enable industry growth and economic diversification. These coordinated efforts underscore the UAE’s commitment to establishing a sustainable and influential presence in the global space community.
