KINGSTON, Jamaica – Jamaica has formalized a collaborative agreement with the United Nations World Intellectual Property Organization (WIPO) to establish a comprehensive training and skills-building programme focused on intellectual property (IP) for diplomats and government officials. The Letter of Intent was signed by Jamaica’s Minister of Foreign Affairs and Foreign Trade, Kamina Johnson Smith, and WIPO Director General, Daren Tang.
The programme will be administered by the WIPO Academy in conjunction with the Jamaican Foreign Service Institute and is scheduled to span three years. Its primary objective is to enhance the Institute’s capacity to deliver consistent and effective IP training tailored to the needs of diplomats and government officials.
This initiative aims to deepen participants’ understanding of fundamental IP concepts and underscore the significance of intellectual property as a driver of economic growth and national development. Additionally, the training will focus on the nexus between IP and pressing global challenges, equipping officials to navigate and contribute to ongoing multilateral IP discussions effectively.
Director General Daren Tang emphasized the cultural and economic importance of IP in Jamaica, noting the country’s rich creative heritage. “Intellectual property supports your creators to bring their music to the world, intellectual property supports your sports persons, associations and athletes to protect their brand and image. For example, Usain Bolt has trademarked his signature (pose),” Tang remarked.
He further highlighted the role of IP rights in fostering innovation and commercialisation, particularly for start-ups, businesses, universities, and researchers. “I’m here to see how we can better support Jamaica… your vibrant people, economy, your inventors, your creators… to use intellectual property not just to protect but also to commercialise and monetise, so that Jamaican ideas, the Jamaican spirit and culture become protected and valued throughout the world,” Tang added.
The signing ceremony marked the beginning of a broader engagement programme during Tang’s official visit to Jamaica, which will continue until May 20. The WIPO delegation’s visit aims to generate concrete initiatives that bolster support for Jamaican entrepreneurs, inventors, innovators, and creators.
By strengthening IP expertise within Jamaica’s diplomatic and governmental ranks, the partnership is expected to enhance the country’s representation in international IP forums and contribute to the sustainable development of its creative and innovative sectors.
This agreement reflects Jamaica’s commitment to leveraging intellectual property as a strategic asset for economic growth and global competitiveness. It also aligns with WIPO’s mission to promote the use of IP as a tool for development worldwide.
The collaboration between WIPO and Jamaica’s Foreign Service Institute represents a significant step toward institutionalising IP education within the country’s public service, ensuring that Jamaican officials are well-equipped to advocate for national interests in the evolving global IP landscape.
